Boca Raton selects Terra and Frisbie for massive City Hall redevelopment

Boca Raton has chosen Boca Raton City Center LLC, a joint venture between Miami-based Terra Group and Palm Beach-based Frisbie Group, as its preferred development partner for the redevelopment of the City Hall campus at 201 W. Palmetto Park Road. The decision, made unanimously by the Boca Raton City Council, positions Terra and Frisbie to negotiate a final agreement with the city.

West Palm Beach-based Related Ross, led by Miami Dolphins owner Stephen Ross, was ranked as the second choice and will be considered if negotiations with Terra and Frisbie do not result in an agreement.

Competing Proposals

Terra Group & Frisbie Group (Selected Partner)

  • 2.5 million-square-foot mixed-use development

  • 1,129 residential units

  • A 150-room hotel

  • 250,000 square feet of office space

  • 156,690 square feet of retail

  • Public spaces, including a park near Brightline Station and a pedestrian bridge over North Dixie Highway toward Mizner Park

  • $10 million upfront contribution to the city


Related Ross (Second Choice)

  • 3.8 million-square-foot mixed-use development

  • 650 residential units

  • A 400-room hotel

  • 235,050 square feet of retail

  • 975,000 square feet of office space

  • $5.3 million annual base rent offer

  • Positioned as a business hub, with Class A office space aimed at attracting companies

RocaPoint Partners (Government-First Approach)

  • Focused on public infrastructure rather than full mixed-use redevelopment

  • Proposed a new city hall, community center, and police station

  • Would leave room for a separate developer to later add office, retail, and residential components

  • Previously designed a county administration building in South Carolina and is currently working on a new city hall in Pompano Beach

  • Suggested a two-developer approach, where government buildings are prioritized before private development


Namdar Group (Comprehensive Mixed-Use Vision)

  • Boca Central, a live-work-play community

  • Residences, restaurants, and retail spaces

  • A hotel

  • New government facilities

  • A performing arts center

  • A synagogue

  • Positioned as a transit-oriented community leveraging its proximity to Brightline

Council Members emphasized that Terra and Frisbie’s plan was more community-centric and better suited to the downtown location, encouraging Related Ross to explore opportunities elsewhere in Boca Raton. With Terra and Frisbie now set to negotiate terms with the city, Boca Raton moves closer to reshaping its civic campus into a modern, mixed-use destination.
