A Clearwater-based development group, ARC Realty Group, is shifting its focus to Tampa's urban center with plans to build a 39-story hotel-condo tower, Ora Hotel and Residences, at 1107 E. Jackson St. The group, known for projects like The Avalon on Clearwater Beach and Ocean Club Treasure Island, aims to bring new vibrancy to the area.

The development site is situated at the intersection of East Jackson Street and North Meridian Avenue, just north of the former Ardent Mills flour mill.
The Ora project, estimated at $600 million, will feature 622 units, including 31 private residences on the top four floors. Floors 17 to 35 will house hotel-condo units available for purchase, while the lower floors will offer hotel rooms. The tower's amenities are set to include a signature restaurant, 10,000 square feet of convention space, a lobby bar and café, a fitness center, and a rooftop deck with an infinity edge pool, spa tub, DJ stand, large outdoor TV, and bar and restaurant. Additionally, the development will feature a helipad.

Co-developers for Ora include Bob Lyons of Sunwest Construction, Jay Roberts of Prosper Group, and Abid Chaudry of ARC Realty Group. The architectural design will be handled by Adache Group Architects of Fort Lauderdale, with Kast Construction overseeing pre-construction work.

ARC Realty Group is progressing with the project, closing on the site in phases, with one parcel set to close in June and two others in November 2025. The team has already placed substantial nonrefundable deposits on all parcels. Novembre emphasized that the project will be funded through personal investments from him and his partners, ensuring they avoid riskier financing options.
Building permits for a sales center at 1101 E. Jackson St. have been applied for, and presales are slated to begin in November.
